stacked boxes push through collisionbox

Whenever I have two rigidbody collisionboxes that stack on top of each other, the top one pushes the bottom one down until it falls through the collisionbox "floor" that they are sitting on. The two boxes always stay active or reactivate as a result of an unresolved collision until the bottom one is pushed through. The top box then deactivates as soon as it is sitting on the "floor".

I'm not sure if some code change that I made to the physics components is causing this, or if it is the settings on the collisionboxes or rigidbodies. I've tried changing so many things like the restitution, mass, etc but haven't found a solution.

It works much better if I reduce the body acceleration to 40 or below instead of 200, but then the bodies float too much.
